The MTSA (Maritime Transportation Security Act) mandated that the Coast Guard evaluate the effectiveness of anti-terrorism measures in foreign ports and provided for the imposition of conditions of entry on vessels arriving to the U.S. from countries that do not maintain adequate antiterrorism measures. 

To overcome these challenges, the cooperation of all stakeholders is paramount and is central to improving security. Envision Maritime Transportation System Security as: “A systems-oriented security regime built upon layers of protection and defense; in-depth that effectively mitigates critical system security risks, while preserving the functionality and efficiency of the MTS.

Understanding the most effective security risk management strategies involves cooperation and participation of both domestic and international stakeholders acting at strategic points in the system, the U.S. seeks to improve security through a cooperative and cohesive effort involving all stakeholders.”
